Nick Boyes has over 20 years of experience in the field of resource management planning throughout the South Island. Nick particularly enjoys work in rural environments and has been fortunate enough to work on some significant projects in recent times, including the Central Plains Water irrigation project, the RDRML Klondyke Water Storage Facility, the Simons Pass Station irrigation development project and the Mackenzie District Plan Review.

Nick has worked in both local government and private practice and established relationships with those in the industry. This includes other technical experts from a wide range of backgrounds and key Council staff.

More recently Nick has chosen to establish Core Planning + Property to provide a more personalised service and offer more value to clients.

Nick has been involved in the consenting of various tourism and leisure related projects.

Nick assisted VBase with obtaining consent for all the major concerts held at the temporary Christchurch Stadium at Addington, including the Foo Fighters and Bruce Springsteen concerts. This involved collation of various venue management plans and working with Concert Promoters to establish timetables that are not always known until close to the event. Nick has also obtained consent for the Te Wepu Hot Tub/Accommodation retreat on Banks Peninsula, jetboat tours on Lake Tekapo and processed the Stargazer tourism development on Guide Hill Station.

Education

Nick has been involved in two key educational re-developments post-earthquakes in Christchurch, and also project managed the re-development of the local primary school in Governors Bay in his role as the Chair of the Board of Trustees.

Nick consented the master planning of Rangi Ruru Girls School referred to as ‘Project Blue Sky’, this included upgrading the historic buildings on site (Te Koraha and St Andrew Church), new classroom blocks, a performing arts facility, artificial turf sports courts and a swimming pool/recreational facility. Nick also lodged a submission on the Christchurch District Plan Review to consolidate the educational zoning of the school’s adjoining residential landholdings to provide for future growth. Nick also undertook the consenting on behalf of Medbury School for their new performing arts building and new staff parking area adjacent to the Waimairi Stream, including a new footbridge.

Coastal Environment

Nick assisted the Spencer Park Surf Lifesaving Club with the redevelopment of their clubrooms following earthquake damage.

The location within active dune systems in the coastal marine area necessitated the need to consider a wide range of issues including natural hazards, ecology, cultural, crime prevention, and acoustic matters under both regional and district plans.
The necessary suite of consents was successfully obtained on a non-notified basis, with the consents enabling both the re-establishment of surf lifesaving facilities, as well as the ability for the Club to make the new facilities available for hire by the wider community, therefore securing their financial security moving forward.

Intensive Livestock Production

The establishment of both poultry and pig farms can be challenging.

Site selection is key to achieving successful outcomes at reduced processing and administration costs. Nick recently managed the resource consent process including coordinating the necessary supporting experts to successfully achieve consent for a 25,000 bird free-range poultry egg farm on a non-notified basis on behalf of Lamond Poultry.

Commercial Development

Nick has been involved in various smaller commercial developments within Rolleston Township, as well as assisting the Selwyn District Council with the consenting of commercial and industrial development within both IZone and IPort.

More recently Nick is working with Southpark Corporation on new commercial development within the Waterloo Business Park, including office development.

Such homes are often located in sensitive environments near the coast, lakes, rivers, and areas with high landscape and visual amenity values resulting in consenting challenges. Nick has extensive experience working with clients and architects to realise the dream for your ideal holiday home or Bach.

Nick has extensive experience with successfully consenting townhouse and multi-unit residential projects.

Nick has extensive experience with successfully consenting townhouse and multi-unit residential projects and understands the design challenges that come with achieving desirable multi-unit living environments; and the need to balance amenity, parking, courtyard gardens, and compatible integration with the surrounding neighbourhood. Working with a number of architects Nick is familiar with negotiating with Council urban design teams to ensure a successful design outcome that reflects both commercial reality and design aspiration.

Wineries and Rural Function Venues

Wineries and wedding venues are common features in rural environments, although often not well provided for in District Plans.

Nick has experience in obtaining the necessary resource consents to enable clients to establish wineries and associated tasting rooms and restaurants. Work collaboratively with a range of technical experts, we ensure that issues such as noise, traffic, and landscape matters are effectively addressed. Recent examples include the Tussock Hill wine tasting and retreat accommodation facilities on Huntsbury Hill on the Port Hills.

Forestry

Nick provides advice and assistance on forestry consenting issues, such as within sensitive areas, flow sensitive catchment, discharge consents, erosion and sediment control and planting setbacks.

Recent projects include harvest operations of wilding pines and subsequent pastoral improvement at Mt Cook Station, plantation forestry on behalf of the Maori Carbon Collective in a flow sensitive catchment, and consenting harvest operations in sensitive coastal and ecological environments. Nick is also currently undertaking a project on behalf of Environment Canterbury working with the Mackenzie Wilding Trust to consent land use practices to both remove and control wilding pines more effectively in the Mackenzie District.

Quarries & Mining

Nick has extensive experience in both aggregate extraction and bulk earthworks proposals for network irrigation infrastructure (storage reservoirs).

Quarries background includes the development of Selwyn Quarries operation on Selwyn Road, the Waterloo Quarry on Roberts Road and processing large/complex quarry applications on behalf of Councils (both Selwyn and Mackenzie Districts).
Quarries require the assessment of both land use and regional council matters, including the management of water quality, dust, noise, heavy vehicles, site remediation, and landscape issues. We work closely with technical experts to provide detailed applications and AEE, working with the client and technical experts to implement appropriate mitigation measures.

Rural Contractors / Industry

Nick has provided ongoing advice and consent for a range of clients seeking to establish contractors’ yards in rural areas.

These projects typically include machinery repair, storage, and workshop facilities for a wide range of rural industry-related contractors and landscaping firms that need to be located in rural areas rather than within urban industrial environments. Such consents typically involve liaison with acoustic, traffic, and landscape experts; and require careful consideration of potential effects on rural character and especially the amenity enjoyed by close neighbours. Nick has worked on various projects, including Fiveash Contracting on Pound Road, Dynes Transport on Main West Coast Road, RK Firewood on Bealey Road and McMillan Civil on Marshs Road. Nick has also worked with Ziwi Ltd to establish a successful pet food factory within the rural environment.

Nick is often engaged by local authorities to process large, complex and contentious resource consents, notices of requirements/designations and plan changes.
